Prof. Dr. Rupert Scholz – expert on constitutional law in Germany. From 1981 to 1983 he was Senator for Justice and Federal Affairs in Berlin. From 1988 to 1989, Professor Scholz was the Federal Minister of Defence of Germany. From 1990 to 2002 he was a member of the German Bundestag.

And in this situation it is necessary to find a balance that does not pose a threat to the cohesion of the country. But at the same time it is desirable that regions, cities, municipalities are provided autonomy. But this requires political goodwill, and it seems to me that this goodwill is lacking, especially in the conflict parties, and here it is necessary to start working.
